Making Green Claims Safely in 2025: How to Stay Compliant with New EU Rules

As sustainability becomes a defining factor for consumers, brands are under growing pressure to prove their environmental promises. The upcoming EU Green Claims Directive, together with the Packaging and Packaging Waste Regulation (PPWR), sets strict new standards for how companies communicate claims like “biodegradable,” “recyclable,” “carbon-reduced,” or “eco-friendly.” By 2025, every statement must be backed by transparent, verifiable data — vague or misleading wording will no longer be tolerated.

For cosmetics manufacturers, this shift means that proof now matters as much as performance. Claims must be based on measurable life-cycle assessments, clear third-party certifications, or validated laboratory data. For example, “biodegradable” should reference a tested standard (such as EN 13432), while “recyclable” should apply only to packaging that can be effectively sorted and recycled in existing EU waste streams. Similarly, using renewable energy or low-impact materials can be communicated only when supported by documented evidence.
